Decrypting crashed drive's VHD file to extract data

Hello,

One of our client's old server crashed. It ran an old version of an office application that stored patient data so it was primarily to look stuff up for cross references and such. We offered to do move with the application and the server but the client thought they didn't need it until the server crashed one day after a power outage. We sent out our tech who was successful in swapping out the motherboard and fixing the broken sectors on 2 drives but when we tried to bring the hyper-v VHD file up we couldn't because they are encrypted and with new IDs assigned to the HDDs, it would not start up. The server ran RAID 0 with 2 virtual machines on them. And we are where we are. Client isn't able to reach the previous tech for whatever reason.

Here's the question: is there a service which can help us decrypt encrypted VHD file or can Microsoft Tech Support help us? 

Any help would be great.
