Remote Desktop Virtualization Host could not apply a user desktop for a user account

I've recently setup a VDI environment using Windows 2012 R2 with Windows 7 clients.  I'm running into random problems (seems to happen most of the time) where users are getting a message saying it's logging them on with a temporary profile.  When I check the event logs I see an error message that reads "Remote Desktop Virtualization Host could not apply a user desktop for a user account".  I'm using a cluster storage location for the profile disks.

I also notice when I connect to a machine in the VDI pool and go into the registry under HKLM>Software>Microsoft>Windows NT>ProfileList and find my profile it shows profileimagepath as C:\Users\Username.  Seems like that would have a path to the cluster storage but I haven't found anything to verify either way.  Any help would be greatly appreciated.
