[hyper-v] How to allocate CPU cores dynamically

I have a hyper-v server which hosts 2 VMS.  One VM is busy on working hours and requires more CPU resources, while, the other one is busy at night.

Can I dynamically allocate CPU cores for them? For example ,allocating 4/5 of cores to first VM on working hours,  1/5 for second VM, and reverse at night.
