DHCP DNS Sync issues

In our environment, DHCP lease expiration period is set 4 hours and to update DNS, it is set to "Dynamically update DNS records only if requested by the DHCP clients"

DNS no-refresh and refresh interval is set to 7 days each.

Question 1) Here Scavenging period is 14 days or more? Or depends on the availability of devices on the network?

Question 2) We have created a few new machines and deleted them because of some issues with the image. Later, after fixing the issue with the image, machines were created again with the same names as earlier. There was a gap of 6-8 hours before the deletion of old and the creation of new ones. As expected the clients got a new DHCP ip compared to old ones as the lease time is 4 hours and the gap is 6-8 hours. I did not pay much attetion to the DNS scavenging settings earlier and did not clean up DNS entries of the old machines. Because of this the client is have a different DHCP IP and the DNS still possess the IP of old machine.

By enabling "always dynamically update DNS records" the issue would be resolved? Or Do I have to first delete the DNS entries and re-register the IPs( this reregister this did not work not sure why, I have deleted one of the entry manually and ran registerdns command from the client but it did not work).
How to fix this?
