VM Takes 30 minuets to start after host rebooted

Hi, 

I have a windows 2019 server with Hyper V enabled, it has 1 VM also server 2019.

I have Veeam 10 installed to replicate the VM to a second host again all windows 2019. 

after installing windows update on the Primary host server the server restarts fine and seem to run smoothly, there is no High memory, CPU or Disk activity however the VM will sit there saying starting for up to 30 minuets before it starts. 

I can't see any thing in the event viewer that says anything is going wrong and once the VM eventually starts it run fine. 

the Server has 64GB of RAM, Xero Processor and SSD Drives and normally runs very well. 

if I boot the replicated VM it will boot in less than 2 minuets the hardware on but servers is Identical. 

I have tried shutting down the VM and switching of replication before we reboot the host but the end result is the same. 

does anyone have any idea what could be wrong on the primary host?
